A Bolzano i referendum sfiorano il quorum. Una vittoria politica

Si esulta per la partecipazione alle primarie, ma domenica si è tenuta un'altra consultazione importante per il rinnovamento della democrazia. I referendum di Bolzano, la prima consultazione di questo genere a svolgersi in Italia.

I referendum hanno ottenuto il 38,1% di partecipazione al voto. Il quorum era del 40%. Quindi solo per il 2% degli elettori, circa 6.000 persone, il referendum che avrebbe reso Bolzano un pezzo di Svizzera in Italia, un'avanguardia e un laboratorio per la sperimentazione di forme incisive di democrazia diretta, non ce l'ha fatta.

Una sconfitta di una campagna iniziata 10 anni fa, che a raccolto 46 organizzazioni, centinaia di migliaia di firme, e ieri il voto del 38% degli elettori.

Si tratta però allo stesso tempo di una vittoria politica. Basti pensare che l'ultimo referendum nazionale ha visto la partecipazione soltanto del 23% degli aventi diritto, mentre ai primi referendum propositivi mai votati in Italia, in Valle d'Aosta nel 2007, andò a votare solo il 27% degli elettori.

La vittoria di una campagna partita dal basso, fuori dai partiti, che è riuscita ad ottenere prima una legge sulla democrazia diretta, e poi un vasto schieramento per il miglioramento di quella legge, che ha portato al voto di ieri.

Il presidente della Provincia ha già dichiarato inaspettata l'alta affluenza riscontrata, e il partito al governo, la SVP, si è detto disponibile a discutere con i referendari possibili modifiche della legge nella direzione del referendum, visto il risultato ottenuto, l'83,3% di sì, con un tasso di partecipazione che ha sfiorato il quorum.

Il comitato annuncia intanto ricorsi contro quello che definiscono una vero e proprio "boicottagio" del voto. Sono state moltissime le segnalazioni di un ritardo di ore nell'apertura dei seggi. Donatella Trevisan, dei Radicali di Bolzano, ha raccolta la testimonianza di un elettore che si trovava di fronte a un seggio chiuso alle 8,30 del mattino, mentre l'apertura era prevista per le 6.

I responsabili del mancato raggiungimento del quorum sono anzitutto i partiti, e in secondo luogo i mezzi di informazione, che non hanno adeguatamente informato sul voto. Particolarmente alto l'astensionismo tra la popolazione di lingua italiana, soprattutto nelle grandi città, comportamento anche questo attribuibile alla campagna per l'astensione dei maggiori partiti di lingua italiana.
